Tools and Methods
Little work had been done during the implementation of SCARDA to develop tools and methodologies that could be used to identify the capacity needs of organizations participating in these processes. The institutional analysis approach developed in SCARDA provides a basis for identifying and testing these tools and methodologies. CAPACITY ASSESSMENT IN MULTI-STAKEHOLDER AGRICULTURAL INNOVATION PLATFORMS

There is growing interest in the role of multi-actor partnerships in the process of agricultural innovation. Lesson-learning workshops in the SCARDA project showed that there is a consensus on the need to provide further support to multi-stakeholder ARD initiatives in order to ensure impact. However, little work has been done to develop tools and methodologies that can be used to identify the capacity needs of organizations participating in these processes.
These guidance notes are based on a review of the literature, experiences in SCARDA, and on lessons from the development and testing of tools and methodologies in three innovation platforms during SCAIN. The guidance notes aim to guide a small team tasked to assess the capacity for agricultural innovation in a multi-stakeholder context. They include a selection of tools and conceptual frameworks which may be used in assessing agricultural innovation capacity
