Dr. Francis Otto (Ugandan) is the Manager – Knowledge Hub (K-HUB) at the RUFORUM Secretariat. He joined the Secretariat in 2018. Francis has more than 15 years’ experience in Higher Education and IT/Telecommunication sectors. Worked for over 7 years at the Uganda National Council for Higher Education (NCHE). Dr. Francis Otto obtained a PhD in Computer Science from the University of Reading in the United Kingdom, MSc in Computer Application Technology in 2007 from Central South University in P.R. China; and a BSc. (Computer Science and Statistics) from Makerere University in 2003). At the time of joining RUFORUM, Dr. Otto was a Senior Higher Education Officer in charge of programme accreditation in the Quality Assurance and Accreditation department.
Francis was previously a Lecturer of Computer Science at Makerere University and Uganda Christian University, where he was also Head of IT department. Dr. Otto gained enormous experience in the IT/Telecommunication sector having worked with reputable and multinational companies. He was a Product Manager at Huawei Telecommunication company, overseeing fixed network product deployment in Uganda, Rwanda and Burundi (2007-2008); a Billing Systems Administrator at Orange Uganda, now Africell (2009-2010), implementing the integration of the billing system on the network and a Systems Administrator at Lonrho Motors (U) Ltd, now Toyota Uganda Ltd (2003-2004), administering the IT systems at the company. His PhD research focused on the use of collaborative technologies to improve higher education, something which is of great interest to RUFORUM.
