The governments of Uganda and Ghana are investing heavily in public universities to train human resources with the 21st-century competencies and skills for their respective countries through the implementation of CBE. The TRUCE project seeks to accelerate the adoption of CBE in universities across SSA countries as a vehicle for creating jobs for young women and men on the continent. Using Ghana and Uganda as an entry point, TRUCE engages faculty and management in public universities and higher education regulators and EU partners as well as regional organizations such as the Regional Universities Forum for Capacity Building in Agriculture (RUFORUM)-to enhance scalability of lessons.

The TRUCE project is to develop adapted CBE tools including modules, frameworks, rubrics, guidelines and protocols for assessment, planning, accreditation and capacity building of stakeholders, including university faculty and regulators; program assessors and agency staff.

The Project brings together; Ministries of Education in Uganda and Ghana, RUFORUM, University of Ghana, Legon, University of Education, Winneba, Ghana Tertiary Education Commission from Ghana and Makerere University, Mountains of the Moon University and National Council for higher Education from Uganda, two partner universities from EU namely; University of Barcelona (Spain) and Polytechnic Institute of Porto (Portugal). Lastly, the consortium consists of Associate Partners, namely; IUCEA (Inter University Council of East Africa), CAME (Conseil Africain Et Malgache Pour L’enseignement Superieur), and STEAME (European Federation of STEAME Teachers Academy).

Project objectives

The main objective of the TRUCE project is to enhance the capacity and capabilities of public universities and education regulators to contribute to a smooth and effective transition of CBE that increases HEIs' value creation to society and their economies. Specifically, the project shall; 

  1. Build the capacity of universities and higher education regulators in Ghana and Uganda for the management transition of CBE in the higher education ecosystem. 

  2. Develop guidelines for CBE-oriented engagement with industry for designing, delivering, and impact assessment.

  3.  Create a community of practice of Champions and regulators with capabilities to accelerate scaling up and roll out the CBE in HEIs ecosystem; and 

  4. Enhance the capacity of education regulators and university faculty to nurture and deliver at institutional, national and regional level CBE support services to HEIs in SSA.
